Seems STRANGE that the track next to the platform, which it seems would be the most used, has the largest amount of weeds growing.

Not really. That's the very end of that track, trains are coming to a complete stop there. Heck, go to North Quincy Red Line station sometime, and you'll see it looks similar to the very active Inbound side.
