Hello Andre, thanks for your comment. It look like that, but I guess that it was someone of the municipality or on behalf of the municipality who was cleaning the system.

In this region the people use to dump that residuals on the grounds, it´s like an organic fertilizer. Modern people call it now of "biological agriculture".
The guy for sure it works for the municipality, and it´s doing some kind of service.
