Usually for repairs, to keep any dust/debris from falling/drifting.

Taking a wild guess, maybe controlling the drying rate of the concrete.

This bridge is relatively new, having been completed in September of 2016. The steel superstructure is being painted now, so I imagine the canvas is meant to contain over spray.
