I live in a town that gets numerous trains and I talk to the crews. You're correct. Due to serious injuries, they're required to ride in an enclosed vehicles. It's why CN here in Michigan has countless pick-ups with Rail Wheels. If they don't have Rail wheels they park near the track and ride on trucks that do.
