Agreed - Sad! Unfortunately this is the case with several GG1s that probably were saved with good intentions and no real plan for long term preservation.

I thought the GG1 in Altoona, PA was in rather bad shape (it's now indoors). But after seeing this photo, I can see there are other GG1's that need more attention first. Definitely sad to see these fine examples of PRR electrical locomotive power suffering like this.
