I'd wish they would run the locomotive out on the mainline. Is this the same loco that was in the C&O Scheme until 2007, the stock SD40?

Yes, 4617 was the last locomotive still in partial C&O paint.

Is this CSX's version of heritage units, painting locomotives and then putting them in museums so nobody can see them running?

This unit is headed to Clifton forge, and will be used by the Buckingham Branch Railroad (presumably) on the local between Clifton Forge and Staunton. Very similar to the agreement BB has with the Old Dominion Chapter of the NRHS and RF&P #101 in Dilwyn, VA.
