Is the buzzard in Europe viewed as swift, sleek, graceful, descriptions you would want to associate with a train? My thought of a buzzard [aka vulture] is of a necessary creature that helps the environment by eating carrion (dead and putrefying flesh). I am wondering what SBB was thinking.

No, in Europe the buzzard (buteo buteo) has a positive image. It is chasing mice, not eating carrion like a vulture.
