Does the guy in the plow control the trains?

Negative, the train is controlled by the engineer at the controls of the locomotive (in this case the engineer is operating the train from the second unit) while the conductor rides in the plow serving as the "eyes" for the engineer and communicating via radio.

The guy(s) in the plow control the flanger and wing blades on the plow and communicate via radio with the engineer in the locomotive to let him know what speed to operate and when to stop. There's no way to control the locomotives from the plow.
