I don't believe that's Ridgley Tower. It had 3 windows and steps on this side of it (south side). I found a picture from 1960 showing the window arrangement and steps.

I agree Spoony... unless it was remodeled at some point? The only photos I can find of it date back to the 70's. I grew up in the Springfield area. The water tower is throwing me off too... but of course this area obviously was not as much developed back then.
