Nice picture. Does anyone know why Via Rail locomotives have two sets of air horns? (two individual horns in the front and a K5LA at the center of the roof)

One of the sets is an Emergency horn. You can hear the emergency horn being used in this video, although in quite a few instances, it's used to please the railfans out and about: https://www.youtube.com/watch?v=0EA9eYTAHS8

One set of horns is is louder and is not normally used unless an urgent situation requires it.

John, the lead horns are "emergency" horns that are louder than the regular horns, used only in emergencies.
