That is indeed an unused counterweight/bridge over the Chicago River that is perpetually in the 'up' position. There is a parallel bridge that runs right next to it, known as the St. Charles Air Line Bridge. Amtrak uses the line for some of its south running service out of Chicago. I believe CN owns it, but it is only used for freight a few times a week.

It's two bridges, One is up and one is down. Of course the up one is isolated as the line that ran to it is completely ripped out and even the embankment is gone. Housing now, the lowered bridge connects to the IC line (CN) to Markham. The other bridge carried a dogs breakfast of traffic in it's day, Soo, CNW, ATSF, RI and most everyone else. Put you onthe side of the river all the other trains stations were. I believe Amtrak still used the one bridge for City of New Orleans and other trains going south.
