In 1985 Orlamünde was part of the DDR (East Germany), correct? Was the DDR still using some steam locomotives for regular service in 1985, or was this a special use for steam locomotive fans to see one operating?

Steam on normal gauge in the DDR ended in 1988, this was normal service. No special. Steam at narrow gauge still existed when the Wall fell in 1989.
