Maybe the gondolas were being moved into the scrap yard and the hopper was being moved to another railroad to be picked up.

Brandon, if you zoom in on the yellow writing in the side, the cars said "To Be Dismantled".

I missed that. Strange to scrap that hopper. Wonder if the floor is rusted through?
