That EMD "Test Car" SURE looks like a former Pennsylvania "View" series Observation car.

The EMD test car originally started life as a round end observation car, believe it or not. Look up the history on "American Milemaster" for more details.
I think the "SD45" in the photo is actually an SD45X, EMD 5740. The giveaway is the stepped radiator screens. By 1983, I doubt any SD45 locos in demonstrator paint were still around by 1983.
