I'd go with a new welded boiler. The could increase boiler pressure, increase power, maybe even increase efficiency but most of all, there would be no doubt of the new boiler's capability and safe operations.

Just remember to take what the Altoona Mirror prints with a grain of salt. I tend to trust Mike Reindl (who is quoted in that article) but only when speaking face-to-face. Certain staff writers have...chips on their shoulders and may or may not twist words.
