The blue flag is protection for other crafts like Carmen or Roundhouse guys to perform work on equipment. TE&Y have their own rules for employee protection but the "blue flag" is universal and is a non-TE&Y version of a "redzone" or "3 step". When a locomotive is blue flagged one is only allowed to turn on the dome light and NOTHING ELSE without permission from THE EMPLOYEE who personally put that blue flag on the engine. Anybody who violates that will quickly find themselves marking up on the Living Room Pool...I hear the hours are pretty nice on that pool ;)
