I fail to see how this makes sense, even in what I would refer to as TWC territory (i.e., similar to Rule 271). The route the switch is lined against should not show a "clear" indication irrespective of the condition of the block ahead, because a train can't proceed through a switch lined against it.

I agree, Clear on the main and Diverging Clear, or Diverging Clear Limited, (in a 62 second exposure the lower green could have been blinking) on the other track does not seem right. There must be more to this scene than meets the eye.

Its a bit difficult to understand the entire picture as we can only see a bit of the interlocking. BUT it would appear to me that the signal to the left is displaying the true clear aspect...and looking at the switch points on the track to the right it appears to me that its lined normal (not coming out of the siding) which would make that medium clear....

It's a spring switch, it can't be lined "against" either route. This isn't CTC, it's APB aka ABS-TWC aka ABS-DTC. Traffic control is handled by track warrant.
