Is that a former railroad passing under the bridge?

It looks like tracks and ties painted under the bridge for an elf train to pass. The ceilings in our house are 9-9.

Those are actually metal grates, and a creek flowing under the road. Whenever we get a thunderstorm, the road closes and that area is usually under 2-3 feet of water.
