Nice shot! After looking at the roof line of these locomotives, they don't appear to be teir 4 equipped. I thought the all new locomotives must meet these requirements. Could it be due to the being headed to Mexico?

Yup, Mexicans are unencumbered by EPA regs, so they can still go with Tier 3 units.
