Those were likely just rebuilt, and hadn't made a trip to the paint shop yet. Good decision on that, otherwise the train would've been annulled due to no motive power. We had good managers then!
On a related note, the Surfliner F40s 381, 383, 399, and 415 looked just like that before heading off to the paint shop.
