That 9311 is a somewhat odd-looking switcher. Looks as if it MIGHT have originally been a Baldwin, rebuilt / re-engined by EMD. I seem to recall that Reading put a small number of Baldwin switchers through such a program. The tell-tale cues here seem to be the shape of the cab, and those artfully curved front handrails.
