Guilford's equipment never stayed this clean for long. Their attempt at circumventing the three man crew labor laws was very quickly shut down by the union and I believe the ICC. Since the Springfield Terminal was now for all intents and purposes, part of the larger system, it was found to be null and void of the different laws in effect at the time. Though it wasn't long after that point when railroads were allowed to downsize to two man crews.
