That second locomotive appears not to have any lagging. So is the boiler uninsulated?! Why?! Is this a short test run near the completion of repairs or something? Is there a plan to reinstall lagging and the covering jacketing? I can't recall having seen a semi-modern steam locomotive operate without lagging except to test it.

The 2nd locomotive is stored outdoors, so they were not in a rush to install insulation and a jacket. However, it has since been added- see photo 559214.
