Why the new crossties if the lines is being mothballed, sudden change of plans?

Is this section possibly the next "Rails To Trails" for bikers & hikers to use? It's amazing how hundreds of miles of old rail line has been converted to trails. You can now ride a bicycle from downtown Pittsburgh, Pa to Washington, DC.

Definitely makes no sense to rebuilt the bridge deck will all new ties if they are shutting it down. Those are all bridge tie bundles all set to be dropped and bolted on.

This whole "shutdown" is odd. At Bud, on one of the mains, there were brand new tie plates scattered along the middle of the ROW. We also saw a loaded rail train working as well.....odd indeed.
