It appears that the Head Brakeman is trying to communicate with the Rear Brakeman with a CB Radio. Back in the 60's and 70's it was not unusual for RRer's to carry portable AM CB radio's as the FM business band radios on locomotives either did not work or the units were not yet equipped. It was almost impossible to use them while moving as they would not work in a heavy metal(locomotive cab) environment. Note in the photo how the Brakeman has the antenna pointed away from the equipment while the Engineer trys to hear whats going on....my guess they were trying to make the initial terminal air brake test. Some of us RRer's purchased our own Motorola HT's at a hefty cost of around $700 not allowing for the anger that would ensue when the wife found out....it sure did help getting over the road though!! I still have both my first CB and Motorola HT that sit collecting dust with a lot of other memories from a long RR career.
