I've seen many pictures like this, were the engine is in very fine shape, but the couplings... why are they rusted like that?

Because due to federal regulations, couplers (and wheels) can't be painted.

The couplers (and wheels) are unpainted, bare metal.

FRA rules stipulate that couplers cannot be painted. Painting the couplers would make it much harder, if not inpossible to spot cracks or imperfections that could cause an accident or derailment.

You can't paint couplers because it could hide any defects, same goes for the wheels

The couplers and trucks cannot be painted as it may hide any cracks or fractures in them.

Maybe a change of coupling, and they took one from stock, which was stored outside for a long time.
