GE ES44s have LED dome lights on the cab ceiling. When the air brakes go into emergency application, the dome light comes on red. I'm not sure why three locomotives by themselves would have the brakes placed in emergency, but that appears to be the case here.

Joseph - They possibly have Handle Off, or Suppression on the automatic brake. Wouldn't make sense why it would be in Emergency.
