Judging by the safety sign on the building, it's likely 1988. This is because after then Conrail was using it's Conrail Quality image, that would last until the end in 1999.

That CR sign lasted for decades and well into the CSX years. You can see it's old in this photo as portions are chipping away. The photo was definitely the late 90s as the ditch lights weren't added to the 206 until then.
