No Lounge car, but yet it has two diners. This is the second time in a week I have noticed a long distance train without the sightseer lounge. What could be the issue?

The Capitol Limited has had some strange consists this week. One day it had no baggage, two coaches, a diner, and two sleepers. Has its chronic lateness had an effect on passenger loads?
