Looks like a couple of those spacers are reserved for special moves, seeing as trees don't grow very well if they're covered in scrap or ballast.

I think maybe those loaded cars are for extra brake force.

Something about the fact that three of the five spacer cars need mowing, makes me chuckle when I see this photo.
