Looking at the light blue 'car' behind the engines - it appears to be a restricted High-Wide shipment - most likely with a high number of No-Pass restrictions in it's route.  It is more expeditious for the carrier to move these kinds of loads on 'special trains'; as opposed to the 9000 foot regular merchandise train.  CSX frequently uses the X980 designation for these trains - the designation can be used on any portion of the railroad when the need arises.
