Yes you are correct it is the "last D" A platform for remotecontrol operations. That is called a sled. They can connect to a locomotive and hook up the cables and that locomotive become a remote too! Well its accually a little less dramatic. They hook it up to a.....lets say...EMD GP40-2. *please note that is an example and the sled can work with any locomotive. The cables between the two are connected and the real locomotive is put into the trail position just like a consist. And thats bascially it. They look pretty funny also. I saw four or five of these at work in a yard near Rocky Mt. NC. No pics, as I was on a passing Amtrak train and my camera batteries were in my CD player :).
