The serrated foundation on the left side looks like an abandoned coal tipple.
Is the structure a relic from the days of steam locomotion.

Yes, I think it is an old coal tipple like many others in Asturias and Leon. This is a region with a great tradition in coal mining but many of that mines are now closed.
