I think you meant the only SD70M to receive the scheme? Seems like there couldn't be a "few examples" that exist if this were the only one. ;) Plus, I have seen DASH-9s with this scheme as well.

When NS's Horsehead scheme came out around 2002, this was the first iteration of the "white-brow" scheme. The new locomotives on order at the time, SD70Ms and D9-40CWs, all received this scheme for a short time before NS decided on the white brow. Other examples of the scheme are high 97 series Dash 9s.
