They are very lucky it could have been a vary bad accident. I the first photo you can not even see the road. So I found this confusing at first until I read all of the information that you have provided with your images. It still seems a difficult location to get help to as the main road is higher up. You would not usually get this close in England the Police would make you move away "for safty reasons".
