Agree with Nate, a 70's Dziobko classic. Sadly the depot was later burnt down by the Durant FD for practice.

Not to nitpick, but the Rock Island never had any 'straight' GP38s, nor did they have any GP38-2s in red. I'm guessing this must be one of their GP40s.
