Is this locomotive just elongated to accommodate the baggage area?

Brian, this locomotive is an Ex. EMD F40PH. The frame was never elongated to accommodate a baggage compartment, rather, the engine and prime mover was removed. The F40PH locomotives have been retired from AMTRAK's roster and converted into cab cars. There is no motor in this unit anymore, rather it is simply used as a cab car for push/pull operations and a baggage car, which coined the term "Cabbage Car" or Non Powered Cab(bage) Unit/NPCU. Hope this helps.
