Don't want to detract from this wonderful photograph, but I certainly hope no downward-bound vehicle on the diverging street at the photograph's left has ever lost control on a snowy or icy day, especially when there's been a train on the tracks in front of it.

I've seen gondola and freight consists run through West Brownsville, but never an Amtrak passenger train. What's the occasion?

It was a benefit excursion to raise funds to move and preserve ALTO Tower in Altoona PA. It ran from Pittsburgh Pa to Blacksville WV and return. And was the first revenue passenger trip on the Monongahela RR in 50 years.
