That's a pretty cool and interesting photo! Would like to "sit in" on a classroom session seeing this setup being explained/used!

Those wheels don't look flanged! Well, not the full wheels, but it appears that there are sections of flanged wheels on the "cars" to illustrate how the brake shoes work.
