Carrier probably didn't think their a/c units would be hitting 125mph, I'm sure Amtrak lost a couple of hoods before the "retrofit".

Why on earth did they think using A/C units designed for RVs would be a good idea?

These locomotives were delivered prior to in cab AC being the norm. An off the shelf retrofit was likely chosen for keeping costs reasonable and replacement/maintenance costs low. Custom fiberglass shrouds were tried in the past but the setup seen above works best all around. I find it to be a rather economic and logical solution to the matter and don't see what the hubbub is about.
