David, I use a two step ladder, set up on the toolbox of my 1994 Dodge Ram to get elevation.

Tom, I saw the same - I believe that it is there for the pedestrians. Note that the cross-bucks are lowered. Just a guess though.

Nice shot! If you look on the map to the left of the photo it seems like the whole road is closed at the crossing.
