I could be wrong, but I believe that is ATSF 3751, long before it was restored.

That's SP 5021. It currently resides at the Railgiants train museum inside the L.A. County Fairgrounds.

That steamer appears to have a Vanderbilt tender with large lettering- en route to display, perhaps?
