By reading the caption it leads me to believe that the hoghead forgot to inspect the power.

I'm not sure if this crew pictured checked the fuel in Ellis (seen in the background), but the crew that had brought the train to Ellis the day prior should have checked the fuel levels when they went on duty in Oakley, Kansas the home base for this local.
