My eyes may well be seeing things, however, it appears as though the steel cross girders on either side of the steel uprights to the right of the lower rails are sagging just a little. I have carefully viewed this photo and the previous photo of the same location and I still get the same impression. I have put a straight edge on it and that shows a definite sag. It may well be the way the structure was built useing a slightly smaller beam on top of the uprights where a shorter span does not require a stronger beam.
