Think I remember reading way back when that it is a re-engined, re-trucked, re-hooded, Baldwin VO-something.

Okay, here we go, the (c) 1973 "The Second Diesel Spotter's Guide", 1983 printing, has on page 434 a Santa Fe Baldwin VO 1000 built 1943 being re-engined by Santa Fe in 1970 with an EMD 16-567B at the railroad's shops. Bet that's the beastie.

This unit was built by Baldwin.ATSF rebuilt it into what you see here.
