Of course, railroads won't want to be in the wash rack business nowadays, when they can flog off the potential issues of environmental drippings onto a mom-n-pop operation.

To "Anonymous" - seems to me that any environmental drippings from the outside of that unit are already in or came from the environment in the first place. And any cleanser, if there is one, in that pressure wash rinse would be regulated.
