Tom, this is almost certainly Tulsa, OK. Western Supply was part of the company I worked for. I sat in an office listening to two locos idle all day long beside our building on North Main St. These could be the very ones, so I sure appreciate the photo! Looking back on those days in the '70's is why I partially model the MKT today.
