A model railroading tip, that pipe rising out of the ground and passing along the side of the bridge, then going back into the ground is probably an underground cable that leases right of way from the railroad. These leases are just another revenue stream for the railroad company. Sometimes there are more than one of these pipes, so watch for other examples of these.
