Talent? Defacing private property and tresspassing is what it is.

Its only defacing if the Railroad Company cares enough; most do not it seems as I have seen a lot of CSX, N&W, and other Private Companies with painted cars, engines, and property and they never seem to bother repainting them or from what I understand reporting the damage. Amtrak and N&S often do report to the police and repaint their property as soon as possible, sometimes some places (Canadian Rail has done it once I read) they HIRE graffiti artists to paint buildings, murals, and even rail cars for them.

I'm going to go out on a limb here and guess that "using talent" and posting lots of pictures (with painters' faces clearly visible) on a public forum means that they had the owner's permission to decorate this locomotive. Ergo, not vandalism at all.
It's certainly a unique look, though I can't quite say I like it.

If you read the remarks which I guess quite a few don't, Mission Terminals asked to have this unit painted and turned to this group that does building murrals etc. The prior paint was one of the worst faded CP units on the system.

This is good that it is done with permission, but I wouldn't promote spray painting on trains. Without permission it is vandalism and is against the law, like when someone tags their gang markings on a piece of rolling stock.
