I may be wrong, but isn't it Shenandoah Junction, VA where the NS Hagerstown Line crosses over the old B&O? There is a Shenandoah, WV very near there but I didn't find a junction.

It is Shenandoah Jct, WV and the Shenandoah that is near there is Shenandoah, VA in Page County. It is the Crew change point for NS for trains bound for Roanoke.
